The CAGD is composed of the following bodies:

THE MANAGEMENT BOARD

The Management Board is the administrative body of CAGD. It comprises seven (07) members and is chaired by the Minister of Economy and Finances or his representative. The other members are: the Director General of the Budget, the National Director of the Central Bank of West African States (BCEAO), the Director General of the Treasury and Public Accounting, the Judicial Agent of the Treasury (AJT), the Representative of the Minister in charge of Planning, the Representative of the CAGD staff.

THE GENERAL MANAGEMENT

CAGD’s organizational chart includes, in addition to the General Management, the General Secretariat and the General Manager’s Advisors, administrative functions (the Administration and Finance Department -DAF-) and operational functions organized into front, middle and back offices:

  • The Negotiation and Monitoring of Mobilization Department (DNSM) and the Legal, Institutional and Litigation Department (DAJIC) for mobilizing and negotiating financing,
  • The Operations Department (DO) for managing disbursements and for committing and authorizing public debt servicing in order to meet Benin’s commitments to its partners, and the Project Monitoring and Evaluation Department (DSP) for project monitoring,
  • The Strategy and Market Analysis Department (DSAM) to formulate and monitor the implementation of debt strategy, conduct public debt sustainability work, ensure that debt activities are fully integrated with the macro-budgetary and macro-economic framework, and produce debt statistics, and the Internal Audit and Control Department (DAIC) to monitor activities,
  • The Information Systems Department (DSI) and the Communication and Partnerships Department (DCP) for support functions.
